FBI study questions agency efficiency and methods
A House Judiciary subcommittee study questions the FBI’s efficiency, costs and philosophies. GAO data show 3 percent of 17,428 internal security cases referred for prosecution and 1.3 percent convicted. Informants figure in 83 percent of cases, with $3.5 million paid in 1975. GAO urges tighter focus on violent or proven threats. Also: two top counterintelligence officials, Wannall and Brannigan, quietly retire from the FBI.
