Two-Class Hospital System Feared under National Health Plan
Dr. Robert Tranquada, medical director at Los Angeles County USC Medical Center, testified that a national health plan could create a two tier system with private hospitals serving the wealthy and healthy while the poor and sick are funneled to public hospitals. He warned this would overburden public facilities and proposed private hospitals admit all area patients and public hospitals become fully competitive to balance the burden.
