Secretary Califano urged restraint on Labor HEW funding and signaled openness to a broad range of proposed levels. He noted veto history and expressed hope Congress and President Carter will avoid a veto while continuing to work for a workable Labor-HEW bill. He outlined support for private funding to back new international exchange programs under the Friendship Force. Carter described the idea as private money driven, with minimal public funds, and emphasized presidential involvement and guidance from the State Department.
