Eisenhower urges long term basis for foreign military aid
President Eisenhower asked Congress to place military aid on a long term basis and grant the Defense Department stronger control. A bipartisan advisory committee urged multi year planning and a continuing authorization to avoid yearly funding battles, with emphasis on clearer planning and reduced political interference. The President proposed giving the State and Defense Departments greater roles in setting aid levels and reviewed proposals with congressional leaders.
