Senate defeats measure limiting doctors liability in California

Sacramento reports the Senate rejected a Carpenter bill to cap malpractice damages 500000 and limit attorney fees to 12.5 percent while Keene's measure would set a 4 percent fee cap on awards over 200000, require a 40 percent limit on first 50000, and create a nine lay eight doctor licensing commission. The Assembly passed Keene's bill 65 to 8, aiming to curb rising malpractice costs and speed up possible physician strikes, with reconsideration sought by opponents. Governor Brown commented skepticism that any single bill would resolve the crisis.
