The State Youth Authority reported Monday that first time commitments for youths involved with drugs surged since 1966. The 1966 to 1969 study shows total commitments fell from 5,470 to 1,478 while drug offense commitments grew from 401 to 827 and those with dual drug and other offenses rose from 971 to 2,271.
