Justice Department vows to enforce school desegregation
Atty. Gen. assistant Jerris Leonard told a Senate panel the department will use all resources to enforce desegregation plans in schools and root out segregated classes and seating. Mondale and Bayh urged broader integration goals and questioned the department's narrow legal approach, citing continued all black or nearly all black schools in the South. Leonard said the department enforces the law and cannot mandate racial balance, suggesting Congress must pass laws to change standards.
