The House approved a measure to lift federal price controls from independent natural gas producers, while keeping oversight on the largest firms and extending ceilings for intrastate transactions. The plan differs from a Senate proposal to end all controls, sent to a conference committee for resolution.
The Select House Intelligence Committee approved recommendations to create a permanent watchdog intelligence committee and require presidents to disclose all covert operations. It also urged outlawing all U S paramilitary support of foreign troops and assassinations except in war and proposed censure or expulsion for leaking secrets. Staff aides revealing classified information would face dismissal and criminal prosecution.
London orders warships and planes back into the fishing zone off Iceland after an Icelandic coast guard vessel cut fishing nets from the Loch Eriboll 24 miles off the northeast coast. Reykjavik cites a 24 mile zone. Britain recognizes a 12 mile limit and continues to fish for cod.
At Paris the 22nd Congress neared formal removal of Lenin’s dictator ship of the proletariat. Delegates said the reference offended voters while Georges Marchais urged dropping it from statutes. He also criticized the Soviet Union on individual liberties. Pravda’s report omitted both points.
A Madrid weekly Guadiana issued a pointed critique of Premier Carlos Arias warning he cannot lead Spain toward democracy without losing support from Franco loyalists. The piece described his term as a bad service to the nation and crown and marked the strongest public assault on a Spanish head of government in decades.
French forces in Djibouti and the Somali border area expanded after a border shootout with gunmen who hijacked a bus carrying 31 schoolchildren and two adults demanding independence. France sent 800 reinforcements to reinforce a 4,000-strong garrison as tanks were redeployed near the frontier.

Nancy Kissinger wife of the secretary of state will enter Massachusetts General Hospital in Boston today for possible abdominal surgery. She is 41 and has suffered from stomach ailments. she was examined last month at Bethesda Naval Hospital. State Department spokesman Robert Funseth said Kissinger will accompany her to Boston and plans to return as often as he can next week to be with her. He also noted he still plans a trip to Latin America this month.
James Salamites, 20, whose car collided with President Ford's limousine in Hartford, has appeared on three TV shows and earned a manager but says the fame barely changed his life. He recalls the Oct. 4 collision, the publicity, and his modest earnings from appearances.
Ronald Dante, a nightclub hypnotist and former husband of actress Lana Turner, was ordered transferred to Arizona State Prison to serve a 7 to 20 year term for attempting to hire a killer. He had been held in Santa Barbara since January after failing to appear to begin his sentence and waived extradition. Judge Allee Truman of Pima County Superior Court signed the order.
