A Japanese American group in San Francisco petitions a presidential pardon for Tokyo Rose Miranda the Nisei radio taunter once sentenced for treason after World War II. The drive argues post war prejudice and unfair pre trial publicity harmed her case.
In Jacksonville two circus youths share hopes for a real home while touring with Ringling Brothers. Michael Gautler, 11, longs for his own room and a backyard, and his 12 year old friend Julio Farias values family visits and familiar homes. Kevin Gautler, 6, performs with his father and owns a pet elephant named Targa. Some children live with relatives or are tutored by adults to attend school.
SIX guerrillas and a child were killed as French sharpshooters assaulted a hijacked bus near the Somali border. One French girl died, six others injured. A Somali soldier and a French lieutenant were wounded. One seven year old boy remained missing, believed taken to Somalia. France recalled its ambassador and sought UN Security Council action. Also: Argentina fires warning across bow of British survey ship near Falklands, protests over alleged illicit studies in Argentine waters.
In Kinshasa and Paris reports, the FNLA appeals for international relief for about 24 000 refugees displaced by the MPLA Cuban backed advance. The UNHCR notes 8 000 more refugees from Cabinda. FNLA plans to arm villagers and resume guerrilla tactics to halt MPLA progress. The Paris congress of the French Communist Party promotes independence from Moscow and coalition governance.
The House intelligence committee rejected, 4 to 2, a plan to discipline members who leak secrets and endorsed, 8 to 5, a measure giving a permanent intelligence panel power to publicly disclose secret information. Opponents urged presidential or full House clearance before disclosures. A tie vote would have subjected members and staff to discipline or firing for leaks.
The Lok Sabha voted 185 to 20 to extend the emergency rule and delay national elections, allowing Prime Minister Indira Gandhi to govern longer without a new public mandate. Critics call the step undemocratic as Somnath Chatterjee condemns the action amid political tensions.
