Hershey skeptical on volunteer draft at university
General Lewis B. Hershey, head of America's selective service, said a voluntary basis for armed forces has failed since 1940 and urged Congress to study the idea while noting volunteers are essential for effectiveness. He spoke to about 800 students at a university during a reception that drew peace demonstrators outside and applause inside.
