Proposals Tighten Waiting Period and Funding Rules on Sterilization
The rules push a minimum three day waiting period for voluntary sterilizations and curb federal funding for hysterectomies done solely for sterilization. They keep a ban on funding sterilizations for under 21, with possible exceptions after public comment. The HEW review follows GAO criticisms of informed consent and records gaps in sterilization programs.
