Assembly approves ban on homosexual marriage

SACRAMENTO AP A ban on homosexual marriages passed the Assembly on a 48 16 vote and moves to the Senate. Supporters argue marriage is for procreation and a stable social unit while opponents say the law would discriminate and deny rights such as inheritance and insurance. The measure by Assemblyman Bruce Nestande would define marriage as between a man and a woman and stems from an 1911 drafting ambiguity about gender and parental consent. The debate touched on civil contracts, equal rights, and the impact on couples seeking recognition after the removal of criminal penalties for homosexual acts.
