Laird warns on new Soviet missile buildup
Defense Secretary Melvin R. Laird warned at a luncheon that the Soviet Union is pursuing a new extensive ICBM construction program that could require offsetting U.S. actions. He cited February to March evidence of renewed Soviet momentum in strategic weapons and noted SALT talks progress while warning of possible U.S. nuclear programs if needed. He said the USSR is narrowing the gap in submarine based missiles and expanding defenses with missiles and radars.
