High Court allows state air standards variances in pollution ruling

The Supreme Court let states grant variances from Clean Air Act deadlines as long as overall emissions meet national air quality standards. Justice Rehnquist wrote for the court while Justice Douglas dissented. Powell did not participate. EPA said variances could extend beyond deadlines, sparking concern from NRDC attorney Richard Ayres. The decision impacts Georgia and other states with plans aiming for mid year air quality targets, and the law may be amended by Congress.
