Weather and political notes amid widespread storms and budget boost

Heavy rains scourged the East and South from New England to the Gulf Coast with flash flood warnings in New York New Jersey Pennsylvania Ohio and Kentucky. A second major storm gathered in the northern Rockies dropping four inches of snow on Missoula and snarling Wyoming highways as crews battled deep drifts. Guatemala rejects kidnapping exchange for envoy

Guatemala declared a 30 day state of siege after rejecting kidnappers demand to free 10 prisoners in exchange for the release of West German Ambassador Count Kel Von Sprat. The West German embassy warned of possible consequences as Guatemala refused to cow to the ransom. Waldemar Sanchez was released unharmed after a similar Paraguay case earlier.

Lindsay heckled at UC Berkeley Charter Day ceremony

New York Mayor John Lindsay told 12 000 attendees at UC Berkeley Charter Day that Americans must reject both government repression and violent dissent. He warned the Nixon administration and Congress pose a threat to freedom, urged protesters to avoid bloodshed, and received a special citation amid brief interruptions by six sign holders calling for justice for the 21 Black Panthers. The night ended with three standing ovations for Chancellor Rog Heyns and Lindsay. George Jessel is to receive the Jean Hersholt Humanitarian Award at the Oscars.

Peak Rescue Ends In Young Climber Tragedy

A rescue team fought fog and high winds for days to reach Bernard Baudean 22 stranded on 7500 foot Ansabere Needle in France after his companion died. Baudean, weak but alive, was lifted from the mountain following a three day effort beginning Monday.
