He emphasized money for Insane Asylum Penitentiary Reform School and Blind Soldiers Home, warning failure would threaten inmate care and safety. The asylum houses 1670 despite 1500 capacity, with growth expected to exceed 1700. A central heating plant and fire protection would save about $50 000 yearly and reduce risk.
