The Grand Army of the Republic in Corvallis elected Captain J. P. Shaw of Milwaukie as department commander with W. G. Larte and Sam Taylor as officers. The Women's Relief Corps named Mary E. Chamberlain as president and Elizabeth Adair as delegate at large. A grand parade of about 1500 was held, and Astoria was chosen for next year’s encampment.

The 1909 Oregon session enacted chapter 79 detailing penalties for owners and staff who allow minors to gamble in cigar stores saloons and pool rooms. Section 1 imposes fines from 25 to 100 dollars for violations by owners or employees. Section 2 imposes fines from 10 to 100 dollars on minors who misrepresent age to obtain access.
