Ohio penitentiary reform urged by Norwalk letter
A Norwalk letter to the Huron Reflector argues the Ohio penitentiary's decay and workshop destruction demand legislative action. It condemns the old system for failing discipline and reform, praises modern prison discipline abroad, and calls for either rebuilding or relocating a new state prison in a suitable riverfront site with Seclusion, labor, and religious instruction. It notes high costs and suggests two institutions may be needed to manage growing state expenditures and improve confinement.
