South Carolina Doctrine in Opposition to Federal Power
The speech defends the Carolina doctrine as a right of states to interpose when the federal government exceeds its constitutional powers, tracing Virginia and Kentucky resolutions and Madison and Jefferson to support interposition. It argues the Union depends on state sovereignty, cites Virginia and Kentucky resolutions, and notes New England opposition as part of the historical debate.
