In this January 1836 speech Mr Wise denounces secret Executive influence over a $3,000,000 fortifications and navy appropriation. He accuses Chairman Cambreleng and Mr Polk of withholding the President’s wishes, warns against secret despotism, and argues for open, accountable military funding and proper constitutional checks. He contrasts defense needs with perceived political manipulation.
A Virginia speaker argues for early war prep, accusing the executive of withholding recommendations. He recounts Navy cost disputes, the 18‑member minority, and a written, late department request for over six million for navy and five for war, alleging attempts to shift responsibility to Congress.
