In a March 13 1844 House debate Stewart of Pennsylvania defends protective tariffs and the land distribution plan. He argues duties raise prices for consumers then fall as prices adjust, condemns anti-tariff theories, and asserts farmers gain from tariffs while manufacturers benefit, citing Van Buren and Jackson, and presses distribution of public land proceeds to relieve state taxation. He contrasts Whig and Locofoco platforms and warns of political ruin without reform.
