Tariff Debate in Senate on Southern Unrest over Trade

In the Senate on Monday June 16 Mr. Hayne argued that tariff protection harms the Southern states by taxing agricultural exports to fund Northern industry. He illustrated with the woollens bale example, warning that duties shift burdens to planters, threaten foreign markets, and hinder growth. He warned that removing protections could open markets and that cotton remains the South’s key economic asset under debate.
