In Washington on June 20 193 Pactor Charge d Affaires announces Treasury designation of Messrs de Rothschild Brothers Paris as agents to receive payments due to the United States under the 1831 convention with France. President grants power to issue acquittances to the French government upon receipt of funds. Forsyth signs.
Mr Forsyth Secretary of State writes that under the July 13 1832 act the Treasury appoints Rothschild Brothers of Paris as agents to collect indemnification payments due under the July 4 1831 convention between the King of France and the United States. A Pageot transmits the letter to his government and offers high consideration.
The communications discuss the Duke de Broglie’s despatch to Mr Forsyth and the U S President’s view on bilateral relations. Pageot reports Washington’s restraint in sharing copies, cites the need to keep official forms, and reiterates hopes for an amicable adjustment while preserving proper diplomatic channels. Forsyth responds outlining his discretion and declines to forward the copy, emphasizing proper procedure.
