Letters of Marque Reach Havana Amid Mexican Turmoil
From Mexico City reports confirm three hundred letters of marque issued with citizenship rights for crews and forwarded to Havana. Don Felix Rivera arrived via Vera Cruz bearing commissions to put them into effect, though Spanish authorities may block the plan. The Times and Picayune note rumors of Santa Anna support splits and troop movements toward Mexico City as Ohio and Indiana units guard Matamoras and Montery-bound recruits move upstream.
