Hubbard School District voters rejected a 2 mill permanent improvements levy by 1 087 votes 3 427 to 2 340 in the latest tally. The district seeks funds to restore the high school auditorium closed over asbestos and deterioration, with a state grant requiring 20 percent local matching funds. Previous defeats in May 1990 and November 1989 are noted amid controversy over superintendent resignation and prior spend on administrative offices rather than auditorium renovations.

Hubbard city council approved a contract with the Animal Welfare League of Trumbull County to provide animal control services for 2500 dollars annually shared with the township. The league will provide an officer for four hours weekly plus humane officers on call and will handle rescue enforcement licensing and disaster services.
