Partial May forecast notes warmer conditions in eastern regions followed by a fresh north wind across the area. Oklahoma and Indian Territory show fair weather then warming, with scattered stations reporting variable winds and unsettled observations through the period.
In Tennessee Governor Benton McMillin grants a reprieve to Dillard Warren, sentenced to hang for murder, delaying the June 6 execution. Warren’s wife and five children appealed in tears, asking mercy as the governor visited the Woodbury cell. The governor promised to consider commutation to imprisonment.
The appropriation bill reports Texas receives modest sums for Sabine Bank station and Sabine Pass harbor work totaling $96,000, with $50,000 for a west and signal station, $4,020 for San Marcos fish station staff, and $46,000 for harbor completion. The Texas total is just over $61.1 million from a nationwide appropriation surpassing $61,100,000, marking an increase of more than $10 million from last year.

A May 2 war bulletin reports that on April 28 the Federals captured nine prisoners and ten horses east of Thabanchu. on April 30 British mounted corps near Brandfort. Federals wounded. eleven prisoners taken. Reuters notes a British attempt ten miles east of Brandfort met by a Boer counterassault driving them back to entrenchments.
Delarey led 50 men against 1200 British in open country, a sharp clash ended with the British retreating. Boers took a heavy day and did not pursue. Federals report five wounded. An American was arrested over the Begblo explosion.
London reports from Bloemfontein dated May 2 say General Hamilton attacked the Boers at Houtnek and forced them to abandon a strong position with light Allied losses. Twenty six prisoners were taken, including a commandant, with twenty one of fifty two foreign legion casualties. Two men were killed. The attack drew in General Ian Hamilton and General Brince Hamilton’s infantry brigade. The foe left east and north as the main retreat paths.
London reports on the War Office telegraph and the foreign dispatches published under Lord Lansdowne and Lord Roberts. The Times notes the dispatches invite Roberts to shape Lansdowne’s published opinions, prompting sharp commentary on government censorship and publicity of war documents.

London reports the British captured Brandfort on May 3 after a coordinated push by Colonel Tucker and General Pole-Careen on the front and General Hutton s mounted infantry on the west. The Toera retreated, four thousand enemy troops moved to oppose the advance, and Tucker s artillery disabled two opposing guns. In Texas, Ed D Steger says Hanhan Tenham hosts a British remount station to supply 4000 to 5000 horses and mules locally for the war effort.
Windsor police and Detroit papers report Colonel Holmes commanding officer of the military district received Ottawa orders to mobilize twenty five battalions including the Easex Fasiloors London Fireflectd Whiri and Middlesex units ready to march within two hours. Threats of Fenmon invasions along the St Clair and Detroit river aim to destroy railway lines and invasion plans are being prepared for possible execution. Local authorities say marching orders could come at any time.
Washington May 3 The naval appropriation bill features a Hanna backed provision to equip coast defense monitors with German designed Gathmann guns at a cost of 226000 to procure the armament The plan faces House opposition after earlier denunciations and is expected to spark strong debate when the bill returns to the House.

Washington May 2. Twenty two special agents will work on the livestock statition map project for the census bureau with Texas receiving three appointments. The agents include D C Lively of Fort Worth Dan H Biggers of Colorado and Charles M Barnes of San Antonio. H L Powers in charge says the appointees were chosen for peculiarity and tested by questions to prove usefulness. Texas is expected to produce strong work in the live stock division. Congressman Dy Graffen rel says Kin boys may receive promotions.
Representatives from the American Publishers Association presented a memorial to the Senate Finance Committee asking relief for soaring newsprint costs. The delegation, representing 22,000 newspapers, urged inquiry and legislation to curb price increases deemed the work of a trust.
The Senate committee on post offices and post roads completed the post office appropriation. Chairman Wolcott will report to morrow. The bill includes an increase of about $1,000,000, including restorations.
Amendment to postal provisions allows letter carriers to be required to work up to eight hours per day and up to forty eight hours in six days, with Sunday hours and holidays counted to ensure minimums. It clarifies that service needs may dictate hours and that holiday work counts as eight hours if under eight.

In St Paul on May 18 United States District Judge Lochren ruled that the treaty of peace with Spain made Puerto Rico American territory and thus under the Constitution without congressional action. The case of Rafael Ortino, a Puerto Rican prisoner, was decided with denial of habeas corpus as the island was in war and military court had jurisdiction.
Toledo report covers William Jennings Bryan in Toledo with large crowds as he predicts a Democratic landslide nationally and in Ohio. He denounces Republican imperialism and praises Democratic platform values while urging unity and continued loyalty to the Democratic code of law. He notes Ohio leaning more Democratic than Nebraska and cites favorable press and public sentiment.
