Washington July 6 1904 Hanna is cited as a potential 1904 Republican candidate while Quay supports Roosevelt. The piece notes Hanna’s bid to corral delegates and keep trust with Roosevelt, and shows Wall Street and business leaders view Roosevelt as unsafe.
Oyster Bay reports indicate the president plans to back a new trust regulation bill. Attorney General Knox and Rep. Littlefield of Maine will draft the measure for introduction at the next session with presidential support and frequent preapproval conferences. The president also plans several fall trips to press the issue.
Clark son recently chosen by President Mocecroft for port surveyor to New Lore has been in Washington conferring with Mostmaster General Payne. He is expected to play a key role in securing Southern delegates for the 1904 campaign, with ties to Roosevelt supporters and plans to operate beyond the South.
After the Havana occupation, the War Department leased a large private warehouse at Triscornia across the bay. About 2000 tons of government cash remain in the building. A railroad was built from the Triscornia wharf to the interior system, and Cuba signals interest in removing the coal and abandoning the station.
The president issued an amendment to Rule 11 of the civil service code banning outside recommendations for classified promotions. Promotions must come from supervising officers, with employee consent needed before any outside input can count against a candidate, and repeat offenses may lead to removal. Washington report details June 1 1900 agriculture in Mississippi and Missouri. Mississippi lists 220 600 farms valued at 152 007 000 with land and improvements dominating. Missouri records 284 880 farms valued at 345 070 218 and total farm property 1 083 131 807 including 160 560 004 livestock and 28 002 680 machinery.
Colonel Robert 5 Cowart of Dallas urged the chief of engineers to postpone the survey of the Trinity River first section from Dalina to 49 miles below until after mog removal work is completed. Engineer McKingle would consider the request but gave no promise.
Washington July 6 report says Secretary Moody will reprimand General Jacob Smith and Major Waller for indecorous language in connection with Samar campaign orders. Trial results remain undisclosed. Reform action planned when Moody travels to Oyster Bay next Friday.
Washington July 5 The Chinese government seeks U S good offices to force allied troops at Tien Tsin to evacuate in line with the pact at Pekin. Minister Conger to be instructed to act. Hay plans to appeal to other powers through Conger to ensure timely withdrawal and restore order.
Representative De Graffenreid, defeated in Longview by Gorton Russell, is in Washington and may apply for a slot on the presidential commission to supervise the Panama Canal project if a title to property from a French company is secured. Rep Cooper praises him as eminently suited for the post.
