Reform Bill All But Killed in Senate
The Senate failed to invoke cloture on a direct presidential election amendment, keeping the measure from a vote this session. Sen. Sam J. Ervin led opposition, while Birch Bayh pursued a two thirds majority to advance a constitutional change that would abolish the electoral college and require a 40 percent nationwide popular vote winner, with a runoff if no candidate clears 40 percent. West Virginia is nicknamed the Mountain State.
