The Arkansas Supreme Court reversed Carl Duncan's 40 year rape conviction from Craighead County. A juror read a Jonesboro newspaper account during the trial, and the court ruled mistrial should have been granted due to potential prejudice and undisclosed FBI rap sheet references.
Executive director of the state GOP said Newton Nevada and Clark counties violated election laws by duplicating Secretary of State Jernigan's sample ballot for the November election. Dr. Bob Luther said the counties failed to draw ballot titles and the three copied top line positions for Democrats.
Coast Guard investigators broadened the search for the Sylvia L. Ossa, a 590 foot Panamanian cargo ship with 37 crew members, last heard from 140 miles west of Bermuda. A lifeboat and debris were found, but no Mayday message. an Argentine vessel later recovered a lifeboat marked Sylvia G. Panama.
The State Police say five misdemeanor drug arrests occurred in a 30 hour period over the weekend near Hope on I 30 as part of a saturation effort. Dozens of speeding tickets or warnings were issued and more than 20 Mexican aliens were arrested or warned. A spokesman cited CB radio users as potentially deterring large drug hauls. Assistance came from the Hempstead County Sheriff’s Department and state highway and transportation divisions.
West Germany moves to raise the mark within the snake system as ministers from seven countries plus Norway and Sweden agree on an exchange rate adjustment. The set medians lift the mark against the Dutch guilder Belgian franc and Luxembourg franc by 2 percent and against the Norwegian and Swedish krona by 3 percent while Danish krone rises 6 percent. Britain France and Italy had left the scheme earlier.

In Little Rock the Public Service Commission opens at 9 30 a.m. to hear La Vaca Telephone Company rate request. In Jonesboro an open forum on Amendment 59 is set for 7 30 p.m. at the Arkansas State College of Agriculture auditorium.
Three Americans win 1976 Nobel prizes in physics and chemistry. Burton Richter of Stanford and Samuel C C Ting of MIT share the physics prize for pioneering work on a heavy elementary particle called the J Particle. William N Lipscomb of Harvard wins the chemistry prize for boron hydride studies.

Carter relaxes at home in Plains after teaching Sunday school and reads the Bible, then resumes campaigning through Florida Georgia North Carolina and New York ahead of Friday’s debate.
