Agriculture Dept to check future grain sales

The Agriculture Department will review a foreign country’s grain needs before approving large new U S commodity sales. It issued guidelines to exporters under a voluntary export control policy after a 25 million bushel corn and wheat sale to the Soviet Union was halted. The rules require prior clearance from USDA or possibly the White House for large sales, and though voluntary, compliance is urged to avoid mandatory controls. The plan weighs a country’s annual requirements and existing coverage in deciding which sales get approval.
