Amendment 22 To Cut State's Expense In Arkansas
Editor notes this fourth in a series on constitutional amendments and initiated acts on the November 4 election. Proposed Amendment No. 22 would cap legislature expenses at 800 per day beyond salaries and mileage and create a board of the governor, treasurer and auditor to estimate revenues and report before sessions. It would require appropriations not exceed estimated revenues and make state officials liable for improper payments. The measure aims to limit spending, prevent diversions of funds, and fund public debts through fixed constitutional provisions.
