Balance of Payments Deficit Reaches Record High

The Commerce Department reports a record 12.1 billion U.S. balance of payments deficit for the July-September quarter driven by foreign speculation on the dollar. Officials warn a pickup in October-December may ease the strain as Nixon resisted further gold payments and import surcharges. The official reserve-transactions balance, covering government and central bank dealings, more than doubled from 5.7 billion in Q2 to 12.1 billion in Q3.

Senate tax cut attempts fail amid party split

In Washington Democrats fail to add a large 1971 individual tax cut to the tax-reduction bill. Votes defeat measures to raise personal exemptions and expand credits, leaving only the $800 personal exemption for 1972 and beyond as likely relief. House had backed $750.

Panel Chosen to Study Obscenity Laws

A three judge panel was named to rule on the constitutionality of Arkansas state and local obscenity and indecent exposure laws. Chief Judge M C Matthes of the 8th Circuit appointed U S District Judges G Thomas Eisele and J Smith Henley with him. no convening date set. Several suits challenge the laws. last week a topless dancer was acquitted for indecent exposure due to ambiguity in the state's law.

Walter D. Gathright 88 of Saratoga died Tuesday in 4 Hope hospital after a long residence here. A native of Ozan and retired Ideal Cement Co. employee, he belonged to Community Baptist Church of Okay. Survivors include son Doyle and four daughters, plus two brothers. Judge Erred in Estate Case Highlighting Spouse Curtesy Rule

Arkansas Supreme Court held Chancellor Kay L. Matthews erred when ruling John Milton Phipps waived his late wife Donna Wilson Murrel Phipps’s estate rights. Court said curtesy waiver applies only if decedent died by survivor’s murder. Mrs Phipps died by self inflicted gunshot in Little Rock in 1969 after insurance payout of 187,418 and investments of 50,000 in municipal bonds.

Rudolf Abel Master Spy Dies in Moscow at 68

Moscow reports Rudolf Abel, the top Soviet agent in the United States, died Monday after six months of lung cancer. Abel operated from 1948 to his 1967 arrest, was exchanged for Francis Gary Powers in 1962, and was a KGB colonel whose death ends a long era of Cold War espionage.

Parents File Suit Over Zoning Guardianship Decision

Federal Judge G Thomas Eisele scheduled a 930 a m hearing on a request for a temporary injunction to allow three students to attend Mc Clellan High School while the guardianship issue is resolved. Guy Reeves representing the students filed a new suit challenging the Little Rock School Board action retroactive to May 1970 and seeking placement near guardians. The suit argues the board can retroactively transfer guardianship actions and maintain attendance at Mc Clellan where their guardians reside rather than Mills High School.

Warm Weather Continues Across Arkansas This Week

High pressure keeps Arkansas in unseasonably warm conditions through Wednesday with the center of a warm high over northern Alabama and central Tennessee. Some light showers may reach western Arkansas by Wednesday afternoon while highs rise from the 70s to around 80 in places like Fayetteville and Texarkana. Lows will be in the mid 40s to mid 50s and no rainfall was recorded in the state in the last 24 hours.
