A speech to Congress last March 15 urged a Voting Rights bill to suspend literacy tests in Alabama Mississippi Louisiana Georgia South Carolina and parts of North Carolina and Virginia. Federal registrars would register voters in those areas where tests are struck down and courts could appoint registrars and suspend tests in states or counties enforcing the 15th Amendment.
