Paris AP dispatch reports North Vietnam rejected a U S proposal to intern prisoners of war in a neutral country. Sweden offered to accept them and President Nixon endorsed the idea. North Vietnam insisted prisoner release hinges on a U S troop withdrawal deadline from South Vietnam.
Treasury losses mount as IRS budget cuts curb audits and collections. Commissioner Randolph Thrower told a House panel that $250 million saved by manpower and spending economies produced about $1.5 billion in lost revenue, a six to one ratio. He cited rising delinquent accounts, fewer audits, and a weakened fraud program, noting 12 percent fewer auditors since 1968 and a backlog growing to 788,000 accounts worth about $1.8 billion.

Rep Leslie Arends says a bill to bail out the defense contractor will be submitted within two weeks, avoiding a major financial setback for California and its workers. The aid decision follows Rolls Royce’s financial troubles and national security considerations.

Explorer Scout Post 12 adviser Fred Madenwald reports 11 shots fired at his group while floating the Cossatot River near De Queen Arkansas. No injuries. Shots missed canoes by feet, tied to landowner conservation clash over dam plans. Over 225 participants attended the second annual Cossatot Pilgrimage. Sheriff said no arrests.
Nine Arkansas prosecutors urged Governor Dale Bumpers to take a leading role in fighting the drug problem. They proposed a two pronged plan for enforcement and education under the Uniform Controlled Substances Act, noting funding shortfalls and reliance on expected federal money.

In Seattle federal court the grand jury probing the Capitol bombing recessed until Thursday as prosecutors seek to compel Leslie Bacon to testify about her role in the bank bombing plot. Bacon, 19, has said she answered some questions but refused further inquiry citing possible self incrimination. Her lawyers seek release claiming the subpoena was based on inadequate information and contend bail of 100000 is excessive. The case links to earlier bank bombing attempts and Capitol attack investigations.
