All volunteer army will miss targets by 1977
The GAO says the all volunteer force will fall short of manpower goals without more civilian hires, more women recruits, and lower intelligence standards. It estimates a shortfall of 11,000 to 83,000 against 345,000 new recruits next year, mainly Army and Marines, under current mental ability and high school graduation quotas. It urges expanding women’s roles as staffing options and notes greater potential to use women in uniform.
