AP reports a U S Navy reconnaissance mission aircraft shot down a North Vietnamese MIG 21 over Thanh Hoa 126 miles north of the DMZ. This marked the fifth North Vietnamese jet downed by the fleet since Sept 23 1968. The unarmed RF4C and F4 Phantom were on a reconnaissance flight.
Forrest City Fire Chief John ny Rice said Monday arson is suspected in the blaze that destroyed the Southside Civic Center, a Negro center, here last week. About a fourth of the frame building was destroyed by fire last summer and hasn't been repaired or used since.

Teachers say contracts will not be signed until recommendations are received. Voters previously defeated a millage increase. One teacher group urged shortening the school year.
In Washington AP dispatch reports federal mediators joining negotiations between trucking industry officials and the Teamsters as a wage dispute nears contract expiry for 425,000 drivers. Industry seeks $1 per hour rise over three years, while Teamsters demand $1.75. Labor Secretary Shultz steps in as rail unions accept a 66-cent raise on current $3.60 rate, with four unions under a law barring strikes until April 11.
District Manager Bob Cockreham announced that census takers will start visits on April 1 1970 and will be trained March 30 31. Training covers proper questioning map reading and map defined enumeration districts. Takers must canvass every street and dwelling unit within their district.
El Dorado police charged 28 year old Thomas Gray with first degree murder in the shooting death of 31 year old J M Peterson. The pistol homicide occurred Sunday during a dispute over right of way at an El Dorado street under construction.

A strong earthquake struck Turkey causing extensive destruction in a wine producing region. Rescue teams reported at least 24 deaths as aftershocks and rain hampered efforts to reach survivors buried beneath rubble.
