Tornadoes and violent wind storms pounded eastern North Carolina on Wednesday night, killing an infant and injuring about 40 while causing extensive damage. The same system brought blizzards to the Rockies and Great Lakes, with subzero cold spreading into the plains and Arkansas. In New Bern, the tornado destroyed homes and trailers, damaged the airport, and caused up to a million dollars in damage. A mother and sister were injured when their house collapsed, and 38 people were treated at a local hospital. The day marked St Patrick’s Day weather and the coming official start of spring.
Weather Experiment Station reports 24 hours ending 7 am Thursday. Central Arkansas mostly cloudy and much colder tonight with a low near 20s and a high around 30s on Friday. Federal Judge Frank M. Johnson Jr. rulings prohibit state and county interference with a 50 mile civil rights march from Selma to Montgomery. He orders Gov. Wallace and trooper leader Col. Lingo to provide protection for the demonstrators, allowing some 300 marchers to proceed. The decision affirms Negroes have a constitutional right to peaceful protest and to seek voter rights. The Justice Department may help guard the route, but state responsibility remains unchanged.
Local Girl Scouts will start delivering this year’s cookies on Friday March 19 in the Melonville area. Orders were taken in February and residents may call Mrs. Birkett Wylie at PR 7 5820 for extra cookies or unplaced orders. Proceeds fund Scout equipment and Camp High Point improvements at Mena. Jehovah's Witnesses from Hope and nearby towns will gather in Minden Louisiana for their semi annual circuit assembly March 26 28. Arthur Williams presiding minister for the local congregation will lead proceedings. The meet opens Friday at 6 45 p m and closes Sunday at 6 p m.
Civil rights workers welcomed a federal judge’s sanction of a 50 mile Selma to Montgomery march and new parade rules in Montgomery. King praised police protection, urged governor compliance, and anticipated a start decision. Session produced a unity meeting with demands for peaceful parades, while Tuskegee students planned a Montgomery march. Additional notes include Johnson’s voting rights bill to Congress and Selma ministers jailed for marching without permits.

Mrs. James I. Anderson about 48 sustained critical burns when a kerosene can exploded while she built a fire in a fireplace at their home near Spring Hill. Her husband received burns to both arms as he tore away flaming clothing. An ambulance transported them to a local hospital with Mrs. Anderson later sent to Little Rock for care.
Hempstead County 1964-65 literary meet features a science fair and spelling bee. Junior and Senior High science divisions cover Earth, Physical, Chemical, Biological sciences, and Mathematics. Spelling bee divisions span grades 5–6, 7–8, and 9–12 with awards and live broadcast on KXAR.

State Sen Dan Sprick asks Pulaski Chancery Court to enjoin Little Rock from contributing tax money to the Arkansas Municipal League. Defendants include the city, city manager board members, City Manager Ancil Douthit, city clerk and treasurer, the league, and its executive director Glen G Zimmerman. The suit argues tax funds are used for the league’s self serving interests rather than taxpayer benefits, citing a 1961 Ashley County ruling against using funds for lobbying.
The AP reports a split in views over which dollars going abroad help or harm the nation. The administration urges limits on bank loans to foreigners and on outbound investments, claiming it will curb dollar outflows and protect U.S. gold reserves, while critics warn of economic isolation. Democrats push the policy plus troop reductions. Republicans defend private overseas investment and favor higher U.S. interest rates to narrow yield gaps.
The House Ways and Means Committee may begin decisive votes today on a broad Medicare bill. The draft spans over 250 pages and fuses Johnson hospital plan elements with a GOP backed optional insurance plan. The Social Committee of the Blevins Training School P T T will sponsor a Banquet Dinner on Wednesday evening March 24 at 7 30 p m in the Home Economic Cottage. Guest speaker will be C G Carmichael of Hope. Dinners will be served at 50 cents per plate.
Officers for the Hempstead County Council of PTAs were chosen at Hope Junior High with Mrs. Oris Thornton of Guernsey as president and Mrs. Calvin Smith of Hope as vice president. Others include Mrs. Minor Polk of Hope secretary and Mrs. Carl Hamilton of Spring Hill treasurer. The group also approved bylaws.
In orbit over Earth, cosmonaut Alexei Leonov emerged from Voskhod 2 for 10 minutes wearing a life support suit and tethered by a line. Pilot Pavel Belyayev remained aboard as the mission tracked studies and observations. Tass reported the craft entered orbit at 10 a.m. and Leonov returned safely after the outside excursion, with telemetry sent to Earth.
Orval Faubus said the Arkansas Board of Apportionment could redraw the legislature by June 15 if the Arkansas Supreme Court orders it. Pulaski Chancellor Williams ruled the board holds reapportionment power. the attorney general said they will appeal for a speedy ruling.
