Editorial lauds Hope banks for reopening and operating unrestricted after federal checks. It contrasts relief with Little Rock restrictions, urges confidence and steady effort to restore prosperity and resist panic myths.
The First National Bank in Hope received official notice from the St. Louis Federal Reserve that its new license is issued and deposit restrictions are removed. Unrestricted withdrawals resume at Citizens and First National, except for federal rules on gold and related hoards. Cotton prices surge as markets reopen and optimism returns. Arkansas banks also restart, with 101 state banks authorized to resume normal business and 38 national and reserve-member banks granted permits, lifting constraints on 139 of 260 banks in the state.
Governor Futrell backed two constitutional amendments approved by the legislature to curb debt and taxes. One restricts bond issuances to voter approval or refinancing. the other limits tax rates and overall appropriations, requiring decisive legislative or popular consent for changes.
The Pine Bluff branch of the regional agricultural credit corporation had issued 2,021 loans totaling $1,532,322 for crop production by March 13, with over 4,600 applications received. Loans also covered poultry livestock and other farm needs.
Dr W Moore Scott of Little Rock arrives in Hope to lead evangelistic services at First Presbyterian Church starting Thursday night at 7 30. He is a former Nashville and Memphis pastor, previously served Savannah Ga for 11 years, and since 1919 has headed home missions evangelism and stewardship for Arkansas Presbyterians.
A three act comedy Bound to Marry will be staged at the Falcon school auditorium Friday night March 17. The cast includes Bertha Fierce Delilah Berke Flora Cox Lena Cox Nora Marlan Harlee Cox Kenney Russell Charlie Mc Swain and Charlie Fierce.
Treasury officials indicated a large flow of gold returning from hoarding could lift the ban on domestic gold payments. They described the coming gold as arriving “in truck loads” but did not disclose exact amounts. The Roosevelt proclamation restricting gold payments may be eased if public attitudes persist.
In Little Rock Governor Futrell announced hearings would begin Monday on bills awaiting his approval. The initial hearing covers the Ellis bond refunding bill with Chase National Bank of New York representatives seeking to be heard. In Washington the Senate debated the 3.2 beer bill with an amendment adding wine of the same content. Sheppard led the opposition to the measure.
Congress enacted the fourteen billion dollar Roosevelt economy bill Thursday afternoon and sent it to the White House for signature. Final enactment came when the bill cleared the chamber and moved toward approval by President Roosevelt.
House leaders guarantee agricultural legislation will pass and reach the Senate by week’s end. President’s farm program centers on a land leasing plan with a proposed giant cotton pool to aid Southern states.
After three days of debate the Senate passed the bill 62 to 13 granting President Roosevelt authority to reduce veterans' benefits and federal pay by about half a billion dollars. The measure, revised by a House Senate conference, returns to the House with minor amendments and is expected to be agreed upon if acceptable to Roosevelt.

Prime Minister MacDonald and Foreign Secretary Simon will meet Premier Mussolini in Rome for discussions beyond the world arms conference. Officials say the talks will address salvaging the arms conference and reducing extreme European tension. The leaders depart Geneva Friday.
Little Rock reports that with the expiration of a previous extension for purchasing 1933 automobile license tags, Governor Futrell announced no further extension will be granted. A 10 percent penalty applies to each 10 days of operation without a tag, as the state seeks revenue for Highway Department obligations.
