What It Didn't Do Best Part of Legislature
The 64th Arkansas General Assembly may be judged more by what it did not do than by its actions. It did not enact new general taxes, reach voter registration agreement, address gambling, or decide Rockefeller’s leadership status. It did raise track weight limits, yielded to Faubus on many requests, and set up amendments for the next ballot, while major fights over gambling, insurance investment, and other issues were avoided or settled without broad upheaval.
