Dr. Franklin J. Payne told about 700 physicians of the American College of Surgeons that cesarean births have become safer for mothers than for babies. He noted advances over the past decade in obstetric and gynecologic care at the University of Pennsylvania.
Washington reports Congress discussed a federal school construction program. A Senate-approved $300 million construction bill faced House inaction amid religious controversy over parochial school aid and transportation. Committees signaled support for construction as best federal aid, while separate measures for teacher salaries and needy states were shelved.
Washington March 16 Senate considers President Truman’s plan to use 1 billion dollars in government credit for long term low interest loans to cooperatives and non profit groups to help middle income families rent or own better housing. Supporters argue it not inflationary. critics fear government involvement in housing. The vote will test removing cooperative provisions from the omnibus housing bill.
Three men were found shot to death on a Gary farm today. Farm head unidentified at first. Michael Baganovich, a farm worker, said the killings occurred after a man reported by Everett Fisher flagged him that everyone was dead in the Shuman farmhouse.
West Memphis, March 15. The Arkansas Highway Commission may need to seek court action to obtain the right of way for the proposed West Memphis by-pass road. Commission Chairman J B Lambert said the state hopes to avoid litigation, but property owners are asking excessive sums for about 300 acres needed for the route across the Mississippi River ground.

McCarthy reads names, while five Foreign Relations subcommittee members sit and let him proceed. Suspects deny charges across the country in a nationwide response cycle. Dorothy Kenyontestifies and laments damage to reputation as she defends her integrity before the committee.
Runaway child actress Lora Lee Michel, nine, once described as starved for movie roles at $160 a day, told Juvenile Judge A A Sete she had been beaten or starved by her foster parents Otto and Mrs Michel and that they were wonderful to her. She left the Michel apartment in pajamas and went to Reverend Aldred Sundstram in Burbank saying she had to get away.
