In Nashville on March 8, Arkansas lawyers from the Sixth chancery district will vote to choose a temporary successor to Chancellor C. E. Johnson who became chief justice of the Arkansas Supreme Court. Candidates include Pratt Bacon W. C. Rodgers Joe Calloway Dwight Crawford and Elbert Edwards. Johnson and other judges have long service records and the special election is expected in July.
National banks in clear ing-house cities reopened for unrestricted withdrawals Tuesday. Hope's Citizens and First National, pending Wednesday or later reopening, had not announced a date. Local banks await word from State Bank Commissioner Wasson and the Eighth District Federal Reserve Bank in St. Louis.
The Florida chain store tax was struck down by the U S Supreme Court on Monday. Justices found the provision that increased the tax with the number of counties discriminatory. Justice Brandeis led a vigorous dissent arguing the statute targeted giants, while Justices Cardozo and Stone dissented partly.
Workmen completed remodeling on the Second street front of Ward and Son's drug store. A rotted wooden front beam was replaced with a steel beam, with scaffolding erected over the sidewalk throughout last week.
R. R. Morris of Duncan Oklahoma took over management of L. C. Burr and Co's Hope store Tuesday morning succeeding R. A. Humphrey who resigned. Morris and his wife arrived last weekend to prepare for the duties. Humphrey formerly came from Pauls Valley Oklahoma. He had taken over six months ago from C. E. Romig who resigned to run George W. Robinson and Co store in Prescott.
Over 1000 banks resumed normal operations Tuesday under federal and state licenses. At least 340 did so Monday with many more planned for Wednesday. The total includes Federal Reserve members, state and commercial banks, savings institutions and private banks. Many banks operate under restrictions awaiting official approval.
Two national banks in Arkansas, the State National at Texarkana and Simmons National at Pine Bluff, reopened Tuesday with Federal Reserve approval. The Texarkana National also reopened unrestrained on the Texas side, while other state and national banks stayed under restrictions. State Bank Commissioner Wasson pursues a statewide reopening plan for all sound institutions.
Secretary Woodin stated after reviewing Federal Reserve Board reports that in cities where banks have reopened deposits exceed withdrawals and fear has been combated. The Fed reopened banks in 12 cities Monday and national banks in 250 clearing-house cities Tuesday, with smaller communities to follow. He noted conservators appointed for high repute banks do not imply trouble.
The Robinson bill allowing state banks to borrow directly from the Federal Reserve for one year won Senate Banking Committee approval. It rests on the condition no duplication with existing law is found before enactment.
Twelve additional banks in the eighth Federal Reserve district were to reopen Tuesday under a wartime policy. The move expands the return of banking services as financial institutions resume operations after temporary suspensions.
State Highway Commission received bids on six road construction jobs totaling 550000. Contracts will be awarded Wednesday. Also in Little Rock the trial of Jake Banks, a Black man charged with murder of former officer Mark Goodson and assault on Goodson's female companion, began Tuesday.
The House approved the 4 per cent beer bill, setting a 30 day effective date and a $5 per barrel tax. The measure mirrors Collier-Blaine with 4 percent volume content, 1,000 dollar brewer licenses, and dry-state protections while permitting beer advertising and state distribution methods. Senate action expected within two days after White House talks, with broad party support.
New York brokers foresee full market activity resuming by Thursday as banks reopen. With foreign exchange and bonds restricted, securities and major commodities trading remain limited but staff are kept on and inquiries rise. The dollar shows strength as operations resume under Treasury restrictions.
Senate Democrats in a caucus press conference supported the Rosevelt economy program granting the president wide budget powers to trim veterans and federal payroll costs while keeping room for amendments. No roll call was recorded as 11 Democrats opposed the measure alongside 9 Republicans, including Hattie Caraway and Huey P. Long.
Spot cotton rose 25 to 35 points in Georgia and Virginia with Norfolk reporting 133 bales at 7.38 cents and Augusta 243 bales at 7.25 cents. Prices compared with 5.95 at New Orleans March 1 and 6.35 at New York March 3 as reported by city Cotton Exchanges to the U.S. Department of Agriculture. Lubbock offered little cotton and Dallas saw no sales with limited quantities at 50 points over market.
Elks lodge members elected new officers including J A Sullivan as exalted ruler and Dr E Y Cloud as secretary and treasurer. O F Ruggles was named lead knight and delegate to the grand lodge in Milwaukee. An audit committee was formed with Dr T L McDonald C E Taylor and O F Ruggles.
Odessa Bradford, a Negro woman, was held to the April grand jury after waiving preliminary examination on charges of assault with intent to kill. Bond set at 250 dollars. She was arrested February 21 after shooting Frank Smith, a Negro, with a .32 pistol when he visited her home in a drunken condition. The shooting followed an argument.
Senator Long of Louisiana voices opposition to the economy bill and vows to vote against the measure while supporting a capital tax. He says he did not go to war and sanctioned veterans’ benefits should not be cut to balance the budget.
Charley Chapman led a three man bank robbery at First National Bank in Hope. He lay in a hospital bed after a gunfight with officers near Fort Smith, wounded four times. Charles Williams, arrested in Alexandria, La., will be held in Texarkana jail. Bob Roberts and Estelle Davis also arrested. Davis linked to a Cleveland bank robbery. Authorities plan to identify Williams and hold a preliminary hearing in Hope midweek.
Nelson Schmidt was kicked by two cows in Hollister, California. He endured bruises and was transported to King City for treatment.
Roosevelt faces a momentous decision as reports indicate the United States may participate in talks with six League specialists on the war in the Far East. Hugh R. Wilson attends as delegate to the committee while the U S declines to vote or commit to future action in advance.
London reports Europe on edge as two flashpoints dominate panic at Geneva talks. The Rhineland crisis near Kehl Cologne and Speyer raises fears of violation of Versailles terms while Danzig tensions with Poland could trigger a broader war.
Arrangements are complete for the annual spring visiting day at the University of Arka Fruit and Truck Branch Exp Station. The event on Friday March 17 begins at 10 AM with farm tours, talks, and discussions by leading agriculturists. A noon picnic lunch includes musical entertainment and group demonstrations in the afternoon for men and women. The Southwest Arkansas public is invited to attend.
