Governor faces clash over Arkansas highway funding plan
Gov. Dale Bumpers' $30 million statewide highway program is in jeopardy as a Little Rock to Pine Bluff four lane proposal provokes legislative action. Analysts warn that overturning highway commission powers could cripple planning. A veto or court challenge looms, with broader calls to back the governor's plan and raise funds via a one cent gas tax.

The North Vietnamese and Viet Cong will boycott four party Joint Military Commission sessions until Saigon increases the second phase prisoner release. The dispute also halts talks on missile sites, representation, and a U.S. call to stop bloodshed.
