Nixon’s policy aims to spur new refinery capacity with tariff shifts, though reliance on imports risks trade deficits and foreign influence. Exxon plans a $400 million expansion at Baytown, Baton Rouge, and Bayway, boosting capacity and handling both domestic and foreign crude.
