Sparks condemns Pryor over Building Services appointments

Arkansas state representative Thomas Sparks criticized Governor Pryor for naming Jack Morgan and Don Allen to the new State Building Services Council and director post. Sparks, who helped dismantle the Public Building Authority, urged Pryor to veto any bills authorizing revenue bonds, arguing the new agency expands bureaucracy and echoes the PBA’s past excesses. He pointed to the PBA bond authority as the basis of his court challenge that halted a $75 million state office building project.
