J A Bierbaum of Lion Oil Co says a multimillion dollar refinery project started Sunday in El Dorado. The plan adds a large catalytic cracking unit replacing two smaller units with 14,000 bpd total capacity and aims to raise the plant from 40,000 bpd up to 50 percent above design capacity.
