State proposal to refund maturities amid lean years
The text notes the program is about $4,000,000 short of requirements, dominated by maturities. If sponsors push a new plan, the state would refund during lean years all unmet maturity payments and later cover maturities on other bonds when finances allow.

State plans bond relief amid highway revenue prorate plan
Thousands of U S extend the principal due between new and the time the fifty first general assembly meets in 1937 applying all revenues above a reasonable amount for maintenance and highway department operation to satisfy as far as possible the interest requirements. Each bondholder would be asked to append to his bond an agreement relieving the state of the obligation for the rate of interest due during the time the highway revenues are being prorated among the bondholders. At the end of the agreement the state would resume payment of principal and interest on the basis agreed to when the bonds were issued. Approximately 6 500 000 would be available this calendar year from motor vehicle licenses and gasoline tax. Deducting 2 250 000 for maintenance and operation about 4 200 000 could be prorated among bondholders. Some bonds bear up to 6 percent interest while the average for 146 000 000 of indebtedness is about 4 34 percent. Under 1928 bond service requirements the state highway commission needs about 10 500 000 yearly to pay interest and maturities. The anticipated revenues for 1933.
