Washington AP Nixon plans to ask Congress for a softened version of last year's tough narcotics bill. Key features remain but minimum sentences are reduced and preventive detention is scaled back. The proposal would cover major hard drugs, not just heroin, and would not apply to personal-use addicts.
Sen. Henry M. Jackson says Exxon halted supplies of Arab oil products to U.S. military forces last fall. He cites a Business Week wire about a Nov. 4 Saudi‑Arabia meeting ordering cutoffs, with Saudi threats of retaliation. Exxon and peers faced subpoenas as to whether orders came from Riyadh and which firms were involved.
The long delayed federal right of way permit for the trans Alaska pipeline is issued, but many hurdles remain before oil can flow from the North Slope. Interior Secretary Morton called it only the first chapter, with construction possibly starting late spring and oil reaching markets by 1977 if weather cooperates.

He contrasted the University of Arkansas from 1963 to today, noting growth to about 25,000 students across multiple campuses and a $90 million budget with 31 PhD programs. He urged ongoing support for expanded programs and statewide access. Meanwhile in Reno, UPI reports Nevada cattle rustlers operate a slaughter house on wheels, butchered cows discarded along roads, with carcasses readied for sale as the van travels to towns.
