Arkansas House passed bills restricting parole eligibility for habitual offenders and funding recreation facilities at Bell Foley Dam as part of a $50 million project. The Bell Foley measure authorizes park facilities financed by fees, not state funds, linked to Strawberry River flood control dam in Sharp and Izard counties.
