Adlai Stevenson urged council backing for a Western led force with multinational soldiers and mediator U Thant named as impartial mediator. Fedorenko accused Western powers of blocking council action while Britain defended its intervention as invited by Cyprus.
Cuban exile publication Dignity reports missiles hidden in caves in the Cayajahos area of western Pinar Del Rio Province. Editor Rafael Oller says only Soviet military personnel may enter the area and cites underground Cuban sources for the claim.
