Southern senators won a major civil rights victory by approving a Stennis amendment for a national desegregation policy while opposing federal court orders to bus students. The measure, part of a large education bill, aims to curb federal court power and pressure the North to accelerate integration, though critics warn it delays true desegregation and preserves dual systems.
